The Arizona Biltmore Estates Village Association is Master Home Owners’ Association and was established with the creation of the guarded & gated neighborhoods predominately surrounding the newly constructed 18 Hole Links golf course in 1977.

ABEVA MISSION STATEMENT
ABEVA pledges aggressive leadership to nourish and enhance our Biltmore Lifestyle by preserving and protecting the ambience and environment, and by maintaining standards which benefit all members of ABEVA.
OBJECTIVES of ABEVA
Monitor planning and zoning issues in the area, recommend changes, and actively oppose those which conflict with ABEVA’s Mission Statement. Maintain and improve roads and common areas at a level of excellence unsurpassed by other high quality residential areas. Administer CC&Rs with logic and reason, ensuring that standards established for architectural and landscaping control are observed, and encourage all community associations to adhere to these principles.
Develop a sense of community by improving communications among ABEVA, its residents and the community associations. Practice responsible financial management by investing dues and assessments to enhance the Biltmore lifestyle, and to ensure the value, desirability and attractiveness of the property, while maintaining adequate reserves for short-term and long-term fiscal demands.
Governance and management:
ABEVA is governed by 9 directors elected by the members of the Association who comprise the residential homeowners. Officers include the President, Vice President, Treasurer and Secretary. Day to day management is provided by a Manager and an Assistant.
Functions and Services:
ABEVA provides landscaping and paving maintenance for common areas located outside the various individual communities except for Thunderbird trail from 24th responsibility of the hotel. A twenty-four hour roving patrol covering all areas including individual communities is provided. This service is under contract with a professional security company. Architectural and landscaping control for all areas outside individual communities is the responsibility of the Architectural Committee of the Board of Directors. ABEVA is responsible for enforcement of rules and regulations established pursuant to provisions contained in the Declaration of Covenants, Conditions and Restrictions. Certain “grand fathered” properties located on Thunderbird Trail and Biltmore Estates Drive are exempt from control by ABEVA.
The primary source of revenue is annual assessments from each of the residential homeowners. With nearly 2000 homeowners, the annual assessment is paid in advance at the beginning of each fiscal year. The current rate is $275 which covers operating expenses and additions to a reserve fund for future major repairs and capital additions. In addition, ABEVA receives annual assessments from the various commercial properties and multifamily communities such as Fairway Lodge & Biltmore Golf Cottages to cover the cost of maintaining roadways. Operating budgets are prepared annually by the Manager and Treasurer as the basis for establishing annual assessment rates. The budget is reviewed by the Budget Committee of the Board and approved by the full Board.
